Biennium carryover funds

The Office of Planning and Budgeting has notified the College that carryover GOF funds from the 2011-13 biennium are to be returned to the College as DOF funds.  To accommodate this conversion of GOF funds to DOF funds, Arts & Sciences has established a new DOF series of budgets for the College, 76-xxxx, intended specifically for biennial instructional carryover funds. This will avoid mingling them with existing DOF accounts that have faculty start-up, College reserves, or Provost commitments.

When the College receives the FY2014 allocation from the Office of Planning and Budgeting, the total amount of a unit’s carryover balance will be placed as a lump sum into operations on the unit’s 76-xxxx budget, via budget revision during Autumn Quarter 2013. Since the originating fund type for these funds was instructional, it is expected that the funds will be used to enhance the instructional mission of the unit.

The Dean’s Office has developed a spreadsheet to aid departments in tracking instructional expenditures of these funds over the current biennium. The expenditure sections of the spreadsheet have been divided into year 1 and year 2 to accommodate the differences in benefits rates. Be sure to record your expenditures in the appropriate year.  However, it is expected that carryover funds will be expended in year 1 of the 2013-15 biennium.  The Dean's Office will provide benefits funds to the unit based on their approved Biennium carryover form.  The form is available on the A&S Web at Biennium carryover form 2013.

Please submit your original biennium carryover form via email to Sue Barnhart (sueg@u.washington.edu) by October 1, 2013.  The form should be submitted quarterly thereafter until the end of the biennium if changes occur.
