Units are not allowed to hold raffles (paid tickets), as they are form of gambling and therefore regulated by the Washington State Gambling Commission (WSGC) and not something our units can participate in or hold.
Drawings (free tickets) also fall under "Promotional Contests of Chance" and are not permitted. WSGC states, "Individuals and charitable or non-profit organizations cannot offer promotions."
While the UW is not a nonprofit, it is also not a commercial entity, and providing tickets that are normally sold could raise concerns about the use of state resources.
